How to Register to Testify
Before the Maryland General Assembly

 

If you want to testify (in person, virtually, or submit written testimony), you must use the Maryland General Assembly’s MyMGA Witness Signup system.

Before registering:

1. Make sure you have the hearing date(s) you plan to testify:

To Testify: Register Friday, March 6 (8:00 a.m. – 6:00 p.m.)

3. A written testimony in PDF (written testimony must be uploaded when you sign up to testify)

4. Availability to attend in person (if giving oral testimony)

 

Then register:

Step 1: Go to the Maryland General Assembly Website

Visit:   https://mgaleg.maryland.gov

 

Step 2: Create (or Log Into) a MyMGA Account

You must have a MyMGA account to sign up as a witness.

    1. Click “MyMGA” (top right corner of the homepage).
    2. If you don’t have an account, click “Create Account” and register.
    3. If you already have an account, log in.

 

Step 3: Sign Up as a Witness and Submit Testimony

Log in to your MyMGA account

After logging in:

    1. Click “Witness Signup” in your MyMGA dashboard.
    2. Select the bill number (for example, SB742 or HB___).
    3. Choose the committee hearing date.
    4. Indicate whether you are:
      • Testifying in person
      • Testifying virtually
      • Submitting written testimony only
    1. Upload your written testimony (PDF format is usually preferred) if testifying in writing.
    2. Click SAVE
    3. Submit your registration.

Written testimony deadlines are often the same as witness signup deadlines.

Each committee may have slightly different rules, so always check the hearing page for that specific bill.

 

If You Miss the Witness Deadline

You may still:

  • Email written testimony directly to the committee (check the committee page for the correct email address).
  • Contact your Senator or Delegate directly.

 

Written Testimony Checklist

Written testimony must be uploaded as a PDF. The first page should include:

Bill number or 'DDA Budget'
Hearing date
Your full name
Your position (Support, Oppose, Informational)
Organization name (if applicable)


In‑Person Testimony Checklist

If you registered for in‑person testimony:

Arrive at least 30 minutes early
Bring photo ID for security
Locate the correct committee room
Wait to be called by name
Keep remarks within the time limit (usually 2 minutes)

 

Practicing your remarks to be within the time limit is critical.

Even if you are not called to speak, your written testimony still counts.
